Clean Development Mechanism (CDM)
PEI
CDM Initiatives with DENR
and
IGES of Japan
In
October 2003, the Ministry of Environment of Japan launched the
Integrated Capacity Strengthening for CDM (ICS-CDM) as one of its
several CDM promotion initiatives. The Institute of Global Environment
Strategies (IGES) was appointed as the implementing body of the ICS-CDM.
IGES secured agreement with the Philippines Department of Environment
& Natural Resources (DENR) to undertake the capacity strengthening
activity for the Philippines. DENR identified Preferred Energy Inc.
(PEI) as a local NGO with specific project experience in renewable
energy development and CDM. IGES then contracted PEI to provide the
services under this integrated capacity strengthening activity.
The
goal of the Program is to assist diverse stakeholders involved in CDM
Projects, focusing on the need to improve the capacity of government
officials, specifically members of Designated National Authority
(DNA), to perform their roles under the CDM. It also seeks to develop
and enhance human and institutional capabilities of the private sector
in the preparation of CDM project proposals and to learn the basic
aspects of the CDM process and its implementation. This will be done
by:

Providing
information and raising awareness on CDM;

Supporting
institutional networks among organizations involving CDM projects;

Contributing
to the training of human resources to operationalize CDM projects;
and
-
Supporting
CDM project identification, development and implementation
activities.
PEI
conducted series of CDM Training/Workshops on PIN, CDM Baseline and
PDD with participants coming from government and private sector using
its own capacity-building approach that focused on:

Hands-on
preparation of CDM documents using real projects.

Feedback
mechanism from panel of relevant international and local experts.

Project
examples using real mode local projects.

Practical
guide with all key information and forms in one document.
 PEI's
CDM Project Development Efforts
Now
that CDM has finally come into force, PEI has renewed its efforts in
assisting local private developers in the identification and
development of CDM. Currently, PEI has a pipeline of at least 6
projects in various stages of CDM development. These include 4
rice-hull-to-energy projects, 2 biogas-to-energy projects and 1
hydropower project. Organizations interested in doing CDM projects in
the Philippines can contact PEI leads and/or development partnerships.
